2021 Water Pollution Inspection and Control Project of Pingtung County Donggang River Region

Abstract To reduce the deterioration of contamination in Donggang River and improve the water quality by eliminating illegal pollution discharge while aiming at three objectives: reducing public complaints, reforming the environment and overall diminishing the regional pollution, Environmental Protection Bureau of Pingtung County Government has drafted this project to enhance the examination of unauthorized wastewater discharge and pipelines in Donggang River, while thoroughly inspecting the industries located in the area and testing the water samples collected. With guidance and flagging simultaneously executed, the authority is dedicated to stop the illegal waste discharged by the businesses, scale down the pollution and improve the environment on a larger scale. The project started on January 22, 2020, and below is the summary of the achievement till November 30, 2020: I. Inspections on industries in the Donggang River Region a. 750 inspections have been completed, of which 618 were on non-herbivorous-animal (pigs) husbandries, 37 were on herbivorous-animal (cows) husbandries and 95 on the other businesses. b. According to the inspection results, some of the wastewater treatment facilities were not ideal, with problems such as: insufficient remaining time in the anaerobic tanks, insufficient aeration in the aeration tanks and inadequate repairment of facilities…etc. c. The inspections resulted in 102 flagging operations, including 71 violations of article 7, 5 of article 14, 2 of article 18, 17 of article 28, Water Pollution Control Measures Regulations, and 6 violations of article 27, Waste Disposal Act. The total fine has summed up as 2,644,487 NTD. II. Examination of the water samples a. This project required 150 collection and testing on water samples. Until November 30, 2020, 161 samples collected from the discharging pipeline have been examined, including 108 non-herbivorous-animal (pigs) husbandries, 17 herbivorous-animal (cows) husbandries and 36 on the other businesses. b. The samples of 125 husbandries were analyzed on objectives including BOD, COD, SS, pH value and temperature. The other businesses were all tested on pH value and temperature, while various objectives were tested given the different natures of the industries. As the result, the passing rate of non-herbivorous-animal (pigs) husbandries was 37% and the herbivorous-animal (cows) husbandries 0%, while the other industries held a mere 5% rate of failure rate, which led to a conclusion that husbandries were the main source of pollution in the Donggang River region. The failure rate of SS and BOD was especially high, a result caused by insufficient remaining time in anaerobic tanks in the wastewater treatment facilities. III. Examination on the wastewater treatment facility functions a. This project required at least 5 examinations on facility functions. 5 inspections have been completed, each time conducted and advised by 2 experts/scholars. b. The list of names was selected according to irregular water disposal and treatment, waste sludge production (allowed difference rate considered) and businesses that have violated the regulations in recent years. c. In the opinion of the experts/scholars, the business owners were advised to improve their facility and provide the authority with their plans. 3 of which have been reviewed for their progress. IV. Instant surveillance and investigation on pollution a. A 24-hour water quality surveillance system is applied to this project. Irregular wastewater disposal from 9 husbandries were detected and monitored at the downstream of where the businesses were located in order to observe the turbidity changes of the water. Among the 9 businesses, 2 have failed to discharge wastewater via the discharging pipelines, while 5 have disposed wastewater 5 times more contaminated than the standard regulation. V. Establishment of non-listed industrial pollution source database a. In the Donggang River region, there were 467 non-listed husbandries, including 215 chicken farms, 220 duck/goose farms, 31 sheep farms and 1 horse farm. The map and statistic database of these non-listed husbandries have been updated. b. Among the non-listed husbandries in the Donggang River region, 31 duck/goose farms located in the most polluted area were inspected, while 5 of which were fined due to disposal of wastewater contaminated by feathers and feces. c. The wastewater of the operational process of a non-listed tofu-skin factory was collected as a random sample. The test result was listed as followed: pH value 5.9, temperature 38.8℃, BOD 1,630 mg/L, COD 4,180 mg/L, SS 356 mg/L. The wastewater of the cleansing process of a dried tofu factory was also collected once, with a pH value of 9.9, temperature 27.1℃, BOD 311 mg/L, COD 631 mg/L and SS 92.0 mg/L.
